Spain: UPR submission on threats to freedom of expression

The ECPMF and Article 19  have made a UPR Submission on the situation of freedom of expression in Spain for the 35th Session of the Working Group in January 2020.

The submission raises our concerns for freedom of expression in Spain. In particular we raise issues relating to legislative restrictions on freedom of expression and their implementation, including:

Insult
- “Lèse majesté”
- “Insult” of the State, public bodies and State symbols
-“Insult” of persons

Insulting religious feelings

Terrorism offences
-
Incitement and glorification of terrorism

Hate speech
